No Objection Certificate for Driving Licence



Why do I need NOC
If you have moved from one city to another or your address on the current licence and address on your address proof is different, you need an NOC or No Objection Certificate from old RTO to renew your licence at the new RTO.
How to Apply NOC
The Central Government has made the process very simple and most of it is online. Of-course you still need to visit the old RTO physically, but the new process cuts down the time spent at RTO to a great extent. If you have completed the online process, you can finish the work physically in the RTO Within an hour or two max.
Process to Get NOC
  • Open https://parivahan.gov.in/sarathiservice9/stateSelection.do
  • On the home page, select the State where you want to renew your license at (My old license was from Delhi, but I am currently staying at Bangalore and hence selected Karnataka as a state on the home page)
  • Once the new home page is open, from the left panel/side menu click on the down arrow in front of “Apply Online”
  • From the dropdown, select “Service on Driving Licence (Renewal/Duplicate/Aedl/Others)”
  • Once you click on “Services on Driving Licence”, it will open a new page. Read the instructions
  • Click on “Continue” button
  • Fill in the DL number, Date of Birth and click on “Go”, this will pull the details as per your licence
  • Once you click on proceed, it will pull up your current licence details
  • Select “Apply to State” and “RTO” and click on proceed. Make sure you select the correct RTO (Jurisdictional RTO as per your address proof).
This will take you to a new screen where you must fill in the rest of the details. Follow the instructions and fill in all details as required.
One of the steps is to book an appointment online. So, select the dates carefully (check for govt. holidays, proposed bandh etc.). Visit the RTO on the respective date (as selected during appointment booking).
Note: There are possibilities that your licence details are not available online for various reasons. If that happens, you don’t have a choice and will have to visit and complete the formalities at the old RTO to get the NOC.

While the online process doesn’t explain what all fee needs to be paid. To get a NOC you need to pay extract fees along with renewal fees. This was informed to me by the Inspector in charge at RTO where I had gone for NOC.
Once the fee is paid, this marks the completion of your online process. Take a print out of the submitted form, fee receipt etc. Along with the form, it will also provide medical certificate. For NOC, medical certificate is not required.
Visit the RTO with the following documents: 
  • Online application form
  • Fee paid receipt
  • Original Licence for which NOC Is being required
  • Copy of address proof (Aadhaar card etc.)
  • Application on a plain paper stating that you need NOC as you have moved to a new city
With all the documents as mentioned above, proceed to the respective RTO. Meet the officer incharge. The inspector will review the documents and suggest if something is missing. Once documents are checked, he/she will will send you to another counter (for me it was counter no. 8). The person sitting there will check your application and the documents, make some entry and will send you to next counter. At the next counter, they will take your bio-metrics (finger prints), signature and photograph and update the application in the system. Once that is done, they will send you back to the officer incharge. He will check the documents and ask one of his associates sitting next to him to print the NOC. This will take about 15-20 mins.
This entire process took about one hour thirty minutes or so and I had the NOC. You will get two print outs duly signed by the inspector.
